WASHINGTON, D.C., November 6, 2017 — Artlin Consulting announced in October that it would name Brian C. Baney as the newest Vice President for the Washington, DC-based management consulting firm. Brian joins a seasoned leadership team that will help Artlin continue to expand into new customer engagements and develop a team of professionals that will deliver on our customers’ complex challenges.

Brian Baney is a certified supply chain and process improvement professional with over 13 years of experience in business development, operations, organizational improvement, policy development, and program management for defense and homeland security organizations. Mr. Baney received a B.A. in Psychology from Wake Forest University and an M.A. in Transportation Policy, Operations and Logistics from the George Mason University Schar School of Policy and Government.

DC CyberWeek Presentation – Mark Hogenmiller along with Artlin Partners John O’Brien (540.co) and Steven Lee (Rotunda) conducted a SXSW style Panel discussion on “Leveraging Open-access Federal Data Stores – Challenges and Opportunities.” The Panel was moderated by Mr. Mark Krzysko, Deputy Director, AT&L Enterprise Information. Panel focused on that not all Federal government data sits behind a firewall, data source opportunities, the common roadblocks to using the data, and strategies for making the most of what you can get.

Artlin Consulting Participates in Launch of New Blue Pilot Program

WASHINGTON, D.C., September 28, 2017 – Artlin Consulting had a recent success in the launch of the New Blue Pilot Program at GAO. The New Blue program is an enterprise-wide content management system initiative to modernize GAO’s product development and distribution processes by increasing the use of technology in managing products. In support of the pilot, Artlin has provided strategic support to GAO in the areas of project planning and schedule, requirements analysis, testing and development of acceptance criteria, creating training documentation, and conducting product demonstrations for the executive team at sprint review meetings. Our consultants have also worked closely with the government Product Owner to analyze business processes and requirements to prioritize the product backlog, and with the development team to ensure that they have a good understanding of the system
that the customer desires.

The New Blue Pilot Program will span over the next year to assess how the program currently meets GAO needs. Users participating in the pilot will draft and publish an audit report and provide feedback on system functionality, which will shape the final version of the software before it is deployed agency-wide. Artlin Consulting will continue to provide strategic project and user support throughout the pilot.

Thomas, Jr. has joined the company to build the processes and infrastructure to compete for, win, and deliver on large Federal programs. Alan comes with more than 20 years of experience in both industry and government, having spent the last year leading Berico Technologies Federal Services practice capturing and delivering the two largest programs in the company’s history ($34M and $71M) and the preceding four years leading Data Networks Corporation’s Defense business unit where revenue grew from $4.4M in 2012 to $23.3M in 2015. While at Data Networks Corporation he was part of the management team that orchestrated the successful sale of the company to ASRC Federal in November 2015.

Alan joins as Vice President to build upon Artlin’s success delivering innovative solutions to its customers. Artlin Consulting’s Julia Ouimet Honored with Rising Star Award
Senior Consultant and Business Analyst recognized by FCW as a “rising star” in federal IT

WASHINGTON, D.C., October 18, 2016 — Artlin Consulting, LLC announced Thursday that Julia Quimet, Senior Consultant and Business Analyst will be the recipient of the FCW 2016 Rising Star Award. The award recognizes individuals who are in the first ten years of their federal IT careers and have had notable impact in the community.

Ms. Quimet is recognized for her work in federal acquisition and agile methodology. Joining a DoD client team in an entry-level requirements analyst role, Ms. Ouimet seamlessly integrated herself into a team of senior subject matter experts supporting the development of a new acquisition data environment. Within a short period of time, Ms. Ouimet became the functional expert on access controls and the user interface. She also learned and became a leader of the agile scrum methodology.

“Julia has embraced a tremendous amount of responsibility and clearly performs at a level above her peers,” says Artlin Vice President Barbara Volkman. “I feel incredibly lucky to work alongside her on this project.”

Artlin Consulting Names Three Vice Presidents
Management Consulting Firm Expands Leadership Team and Aligns Organization for Future Growth

WASHINGTON, D.C., August 10, 2016 — Artlin Consulting announced in early May that it would name Kristen Humphrey, Barbara Volkman, and Mark Hogenmiller as Vice Presidents of the Washington, DC-based management consulting firm. The announcement came as the firm celebrated its five-year anniversary and continued success in a market crowded with established government contractors.

“With a focus on our clients’ success, the appointment of Kris, Barb, and Mark as Artlin Vice Presidents gives customers and employees added executive leadership for decision making,” said Robin A. Tomlin, President and Founder of Artlin Consulting.

Humphrey, Volkman, and Hogenmiller join Tomlin as well as Marilyn J. Maginniss, Managing Partner, and Matthew Maginniss, Chief Financial Officer, on the Artlin leadership team. Kristen Humphrey is a certified Project Manager with over 15 years of experience in Defense procurement and acquisition policy. Mrs. Humphrey’s specialties include Federal Acquisition Regulations, e-Government systems implementation, business process reengineering, data modeling, and Agile development management. Mrs. Humphrey received a B.A. in International Relations from the University of the Pacific and an MPA in Public Finance from Syracuse University.

Barbara Volkman
Barbara Volkman is a proven leader with over 21 years of progressive management roles in the Federal information technology field. Mrs. Volkman has a strong record of success managing technically complex Federal programs. Mrs. Volkman received a B.A. in Sociology from Georgetown University and an M.S. in Information Systems from American University.

Mark Hogenmiller
Mark Hogenmiller’s background consists of over 28 years of experience in enterprise architecture, business systems automation, financial, logistics, supply chain management, government contracts, and project management. Mr. Hogenmiller is retired from the United States Navy and received a B.A. in Economics from the University of Pittsburgh and well as an M.S. in Management from the Naval Postgraduate School.

Artlin Consulting Celebrates Successful First Year
Management Consulting Firm Brings Fast, Economic Solutions to Budget-Strapped Federal Marketplace

Washington, DC (July 2, 2012) – In a market crowded with established government contractors, newcomer Artlin Consulting has succeeded in teaming with partners to win a number of sole source contracts. The company has achieved profitability in its first twelve months in operation, announced founder and president, Robin A. Tomlin.

“I had a sense that there was room for a firm capable of delivering customized solutions quickly,” said Tomlin, a 30-year veteran of the government contracting industry. “We recognize the financial and time constraints facing our clients and we help them overcome obstacles to achieve their mission objectives within budget and on time.”

Artlin Consulting specializes in strategic planning, program management, business process re-engineering and supply chain management. Among the clients it represented in its first year were small boutique companies that provided services to the Department of Defense.
